《天津市人民政府中国足球彩票废止〈天津市公路保护管理办法〉和修改〈天津市重点建设项目审计规定〉的决定》已于2024年2月22日经市人民政府第39次常务会议通过，现予公布，自公布之日起施行。

天津市人民政府中国足球彩票废止《天津市公路保护管理办法》和修改《天津市重点建设项目审计规定》的决定

Decision of Tianjin Municipal People's Government on the Abolition of?the "Administrative Measures of Tianjin Municipality for the Protection of Highways" and the Amendment of the "Regulations on the Audit of Key Projects for the Development in Tianjin"

为推动新修订的行政复议法全面有效实施，按照国务院中国足球彩票开展涉及行政复议的行政法规、规章和行政规范性文件清理工作的要求，市人民政府对现行有效的规章进行了清理，决定对《天津市公路保护管理办法》予以废止；对《天津市重点建设项目审计规定》的部分条款予以修改，具体如下：

In order to promote the comprehensive and effective implementation of the newly revised Law of the People's Republic of China on Administrative Reconsideration, and in accordance with the State Council's requirements for the review of administrative regulations and rules and administrative regulatory documents involving administrative reconsideration,?the?Municipal People's Government has cleaned up the currently valid?rules. It has decided to repeal the Administrative Measures of Tianjin Municipality for the Protection of Highways?and to amend certain provisions of the Regulations on the Audit of Key Projects for the Development in Tianjin?as follows:

1．将第四条第一款修改为：“审计机关根据中国足球彩票安排的重点建设项目、市人民政府的要求等编制年度市重点建设项目审计计划，有重点地开展市重点建设项目审计工作，并将审计计划和调整情况告知被审计单位、市重点建设项目主管部门和财政、建设等有关部门。”

1.?Paragraph 1 of Article 4 is amended as follows: "The audit authority shall prepare the annual audit plan for key construction projects in the city based on the key projects arranged by the city?and the requirements of the Municipal People's Government. The audit authority shall focus its efforts on auditing these key projects. The audit plan and any adjustments shall be communicated to the auditees, the departments in charge of key construction projects in the city, and relevant departments such as finance and construction."

2．将第十二条修改为：“被审计单位对审计决定不服的，可以在收到审计决定之日起60日内，向市人民政府申请复议。”

2.?Article 12 is amended as follows: "If the auditees refuses?to accept the audit decision, it may apply for reconsideration to the Municipal People's Government within 60 days from the date of receiving the audit decision."

3．删去第十四条。

3. ?Article 14 is deleted.

4．将第十五条修改为：“审计机关对市重点建设项目进行审计，应当加强与财政、建设等有关部门的联系，并相互利用监督检查的结果，避免重复监督。”

4.?Article 15 is amended as follows: "When auditing key construction projects in the city, the audit authority shall strengthen communication with relevant departments such as finance and construction, and make use of each other's supervision and inspection results to avoid duplicate supervision."

5．将第十八条修改为：“本市各区审计机关开展建设项目审计工作，可以参照本规定执行。”

5.?Article 18 is amended as follows: "Audit authorities in various districts of the city may refer to these regulations when auditing?the key construction projects."

6．将本规定中的条文序号作相应调整。

6.?The serial numbers of the articles in these regulations?shall be adjusted accordingly.

本决定自公布之日起施行。

This Decision shall come into force as of the date of promulgation.
